Rowan County 24-Hour Release Status
The Rowan County Sheriff's Office does not provide a separately labeled rolling 24-hour release feed. Its official county gateway points to the Rowan inmate-list gateway, which opens Police-to-Citizen, or P2C. P2C is a person and booking search. It must not be described as a complete list of Rowan County inmates released today. The deployed service has an inmate catalog and a recent-arrest route, but no verified recent-release route. A recent arrest is not a release.
A matching P2C booking can show a past release date, an expected-release date, a release reason, charges, bond, court date, booking agency, and holding facility when Rowan's public configuration enables those fields. A past date marked released is stronger than a missing roster result. Still, a record can change after the legal event reaches the jail system. A transfer also ends one booking location without placing the person in the community. No official Rowan sheriff mobile app with a verified recent-release module was found. County social posts may describe individual cases, but they are not a complete same-day release record.

The Rowan County Detention Center and Rowan County Jail Annex are one sheriff-operated county system, while Piedmont Correctional Institution belongs to NC DAC. A same-day check should keep booking episodes separate. One person can have more than one arrest and release. Combining them can attach an old release reason to a new booking. Date of birth, booking number, and case number are safer identity points than name alone.

“Released” only describes a custody event. It does not mean acquitted. Bond can put a person outside jail while the case continues. Time served concerns custody credit or satisfaction of a sentence. A dismissal must come from the court disposition. Likewise, transfer ends Rowan custody but may begin custody elsewhere.
Rowan Pretrial Release After 72 Hours
Rowan has a distinct pretrial review process that can affect a person checked today. Rowan County Pretrial Services begins consideration after 72 hours for certain people who have already been found eligible for bonding conditions but cannot meet them. The program mainly considers bonds of $5,000 or less and misdemeanor or Class H or I felony cases. Court direction and special medical or family circumstances may also affect review.
This local process is not an automated release and is not a 72-hour feed. The 72 hours refer to when review may begin, not the length of an online list or a promise that a detainee will leave. The program can help explain why a release occurs after review, but it never substitutes for the release entry tied to the correct booking.
Rowan Release Versus Transfer
Physical departure from one Rowan building can have several meanings. The main Detention Center and Annex are parts of one county system. An internal move between them is not community release. Official Annex information says all inmate transfers and releases are handled at the main jail in Salisbury. Therefore, a family checking an Annex occupant should use the main jail at 115 W Liberty Street and 704-216-8770 for release confirmation.

A person still shown in a current Rowan custody record has not been confirmed released. Someone missing from that view may have been released, transferred, entered with a spelling variation, or affected by a delayed update. Negative search evidence is weak. The actual release reason and receiving-agency record provide the needed distinction.

Rowan County Release Verification Channels
When P2C lacks the expected booking or release line, use the official records channel. Rowan County accepts requests online, by phone, and in writing. A precise request asks for an existing booking and release sheet, actual date and time, reason or disposition, receiving agency if transferred, charges, docket numbers, bond disposition, and booking photograph if needed. Include aliases, date of birth, booking number, and a narrow date range. Ask for electronic delivery and a fee estimate.
Court materials follow a different route. Rowan's request form directs criminal and other court files to the Clerk of Superior Court at 704-797-3001. The court docket can show a bond change, judgment, dismissal, sentence, or custody-credit order. It does not by itself show the exact moment the jail completed release processing. Sheriff and Clerk records should be reconciled.

Rowan Release Archive Starts in 2009
The official Rowan gateway states that P2C data is effective on and after January 13, 2009. That is an archive starting boundary. It does not prove that every record since that date is still online, that each field is public, or that a release stays visible for a set number of days. Rowan publishes no verified refresh cadence or fixed post-release retention period for the catalog.
Use the timestamped booking entry for a first check, then call or request the source record if the event is missing or time-sensitive. Chapter 132 of North Carolina law governs access to public records, but it does not impose one universal retention period on every booking and release record. A sealed or expunged matter, spelling variation, configuration choice, or data error can also change online visibility.
The result should be stated narrowly: a named booking reflects a release entry as of the record's timestamp, or the Sheriff's Office confirmed release or transfer. That wording preserves the difference between a search result and a complete Rowan County 24-hour release list, which the county does not publish.
